Introduction :

Unity as the most principal course & recommendation of prophet Mohamed (Pbuh) and Quran is the most important way of making greatness & honor of  Islam & Muslims alive.

Islam is the religion of truth & Kalemotollah is the most real one and according to undoubted context of Quran : 

"كلمه الله هي العليا"

 all attempt & effort of Islamic societies should be developing and promoting Kalemotollah.

This is the highest truth and reality in the thought system of Islam.

Thus Muslims with this opinion and insight should endeavor to accomplish the objective of Unified Ummah.    

﴿ إِنَّ هَذِهِ أُمَّتُكُمْ أُمَّةً وَاحِدَةً وَأَنَا رَبُّكُمْ فَاعْبُدُونِ ﴾  ( الأنبياء92)

It goes without saying that if Muslims aren`t united & integrated, no time Islam and Kalemotollah will be victorious, powerful and honored and if we don`t obey from Allah and his prophet (Pbuh) and don`t become integrated what we have earned and have we will lose.

﴿ وَأَطِيعُواْ اللّهَ وَرَسُولَهُ وَلاَ تَنَازَعُواْ فَتَفْشَلُواْ وَتَذْهَبَ رِيحُكُمْ ﴾ ( الأنفال 46)

Goal of Compilation of Treaty

The goal of compilation of treaty (with this frame work) is to provide the basis & guideline for Muslims (in every position & social-political & scientific level either personal, governmental or organizational) to be able to monitor and evaluate their behavior, activity and decision. (The same approach)  

The Muslims of Islamic countries on the basis and focus on this treaty can coordinate & direct in the same way and this point causes integration and fortification of Muslims unity and Islam world. Insha'Allah 

Religious Bases

Islam is the last religion and holy Quran and tradition of Prophet Mohammed (Pbuh) are two primary sources of Islam legislation and all Islamic sects coincide with the reality and legitimacy of these two sources.

Belief in Allah, prophecy & extremity of Prophet Mohammed (Pbup) and Quran and resurrection are the criteria & characteristics of being Muslim.  

Muslim Definition

The person who believes in thought principal of Islam, Allah, Quran, prophecy of Prophet Mohammed (Pubh) and his tradition and also belief in resurrection and necessary bases of Islam such as saying prayer, fasting, Hajj, Zekat and … is Muslim.

Dimensions of Unity

Unity has several aspects, with summary definition of each aspects of unity dimensions and also some criteria and examples as signs of guidance :

First : Unity should be stated more practical and tangible and submit it to Muslims.   

Second : Examples and criteria mentioned in every aspect has signal role which can guide and coordinate behavior, activities & decisions.

It should be mentioned that these criteria and examples are the little of a lot of points which exist and mentioning some of them are just for describing our intention better.

1. Religious-thought Unity :

Definition :

By unity we are not intended to state that Sunni should be Shi`at or vice versa but our target is (that) the Islamic original and known sects should respect to beliefs & sacredness of each other. Look at each other with respect and kindness and don`t insult at beliefs & sacredness and let no one to do so.     

Guidance Criteria :

1.          Scientific disagreements

Scientific issues and disagreements should be given to the scientific & scholars and Islamic societies and Muslims should have a good relationship in view of their commonalities and live near each other peacefully.    

﴿ وَمَا كَانَ الْمُؤْمِنُونَ لِيَنفِرُواْ كَآفَّةً فَلَوْلاَ نَفَرَ مِن كُلِّ فِرْقَةٍ مِّنْهُمْ طَآئِفَةٌ لِّيَتَفَقَّهُواْ فِي الدِّينِ ﴾ (التوبة 122)

2. Unity & Practical Requirement to it :

Unity is the most important and necessary issue for power & honor of Muslims and making discrepancy is unpleasant and help devil.

﴿ وَاعْتَصِمُواْ بِحَبْلِ اللّهِ جَمِيعًا وَلاَ تَفَرَّقُواْ ﴾ (آل عمران 103)

3. Takfir

 (Calling others unbeliever)

Takfir tellers of Islamic sects are stupid & people who make discordance and Muslims invite them to peace and unity otherwise and in doing not so they will get rid of them.  

4. Extremism

The extremists in every sects and every position causes disagreement, discordance, gap among Islamic society.

They are making hard mistake & Muslims get rid of them.  

5. Integrated Soul

Muslims consider themselves as an integrated body & live together with full respect, kindness and curtsy.   

﴿ يَا أَيُّهَا النَّاسُ اتَّقُواْ رَبَّكُمُ الَّذِي خَلَقَكُم مِّن نَّفْسٍ وَاحِدَةٍ ﴾ (النساء 1)

O people, fear your lord, who created you from a single soul.

6. Far from insult & disrespect :

Muslims from every Islamic sects & thought don`t insult at each other`s beliefs in order not to make discrepancy and take revenge among religious brothers.  

﴿ وَلاَ تَسُبُّواْ الَّذِينَ يَدْعُونَ مِن دُونِ اللّهِ فَيَسُبُّواْ اللّهَ ﴾ (الأنعام 108)

And do not say crude words to those who call upon other than Allah, lest they use crude words about Allah in revenge without knowledge

2.   Social Unity :

Definition :

Muslims in social relationship and daily connections live and behave on the basis of Islam instructions & approach of Prophet Mohammed kindly, peacefully and friendly.  

Guidance Criteria :

1.     Performing common & collective worships and customs

2.     Not imposing special sects on each other

3.     Being patient and be able to tolerate the opposite opinion and perform according to the following holy verse  :

﴿ فَبَشِّرْ عِبَادِ  الَّذِينَ يَسْتَمِعُونَ الْقَوْلَ فَيَتَّبِعُونَ أَحْسَنَهُ ﴾ (الزمر 17 - 18)

4.     Mutual respect of all sects and perform as Prophet Mohammed (Pbuh) behaves

﴿ وَإِنَّكَ لَعَلى خُلُقٍ عَظِيمٍ ﴾ (القلم4)

﴿ مُّحَمَّدٌ رَّسُولُ اللَّهِ وَالَّذِينَ مَعَهُ أَشِدَّاء عَلَى الْكُفَّارِ رُحَمَاء بَيْنَهُمْ   ﴾ (الفتح29)

5.     Muslims are brothers and have feeling of responsibility toward  each other & addressed the issues and solve their problems

﴿ إِنَّمَا الْمُؤْمِنُونَ إِخْوَةٌ فَأَصْلِحُوا بَيْنَ أَخَوَيْكُمْ وَاتَّقُوا اللَّهَ لَعَلَّكُمْ تُرْحَمُونَ ﴾ (الحجرات10)

3. Political unity :

Definition :

Islam Ummah, Islamic countries and policy makers in political issue of Islam world should have common and integrated direction and performance  

Guidance Criteria :

1.     Influential & common direction & implementation about insults at Prophet Mohammed & holy Quran & sacredness .

2.     Influential & common direction & implementation about the issue of Palestine, occupation of Iraq, Afghanistan and Joulan & the war of Gaza & Lebanon

3.     Common direction & about defense from religious, personal and social rights of Muslims like Martyr of Hijab (Marva Sherbini) 

4.     Pertaning to religious and Quranic instructions, Muslim Ummah & Islamic countries consider defend & resistance against Istekbar, international imperialism and political sovereignty (such as rule of America & Zionist Regime) as a religious duty and support each other in this way.

4. Economic Unity :

Definition :

Islam Ummah, Islamic countries & governments regulate their economic relations & interactions so that it reinforces economy of each other.   

Guidance Criteria :

1.     Economic transaction & relationship of Muslims shouldn`t make the enemies of Islam strengthened & Muslims weak.

2.    ﴿ وَلَن يَجْعَلَ اللّهُ لِلْكَافِرِينَ عَلَى الْمُؤْمِنِينَ سَبِيلاً ﴾ (النساء141)

3.     Islam Ummah with benchmarking of Sha`be Abi Taleb sanction resist against economic pressures and sanctions like Prophet Mohammed (Pbuh) & his companions

﴿ إِنَّ الَّذِينَ قَالُوا رَبُّنَا اللَّهُ ثُمَّ اسْتَقَامُوا ﴾ (فصلت 30)

4.     In macroeconomic transaction among governments priority is on Islamic countries

5.     About reinforcement and developing Islamic banking system and common Islamic market it should be paid attention more than before and in this direction the comprehensive & effective program is provided and implemented     

6.   Military & Security Unity :

Definition :

Islamic countries & governments in the field of military & security support and help each other & military and security relationship of them is so that it wards off danger and from Islam invasion ic countries and provide them with safety

Guidance Criteria :

1. Borders of Islamic countries are borders of Islam world and invasion to them is the invasion to all Islamic countries & Islam ummah.

Indifference & assistance of these invasions are treachery to Islam & Muslims.

2. Development of security & military treaties among Islamic countries and planning for making solid & united security & military treaties

﴿ وَأَعِدُّواْ لَهُم مَّا اسْتَطَعْتُم مِّن قُوَّةٍ ﴾ (الأنفال60)

6. Scientific – Technological – Industrial Unity :

Definition :

Muslims & Islamic countries causes fortification and development in scientific, technological and industrial fields with each other and share their developments in this field and eliminate their needs.    

Guidance Criteria :

Definition :

1. Making of Scientific, technological and industrial conventions & contracts and their Development

2. Establishment, fortification and development of common scientific, technological and industrial centers

3.  Developing of Islamic ISI (ISC) & Establishment of international recording center for Muslim inventions

7. Media Unity :

Definition :

In reflection and broadcasting their programs Islamic countries should behave such a way that to accomplish common benefits and solidity of Islam world and Muslims.

Guidance Criteria

1.     Avoiding broadcasting of news and programs which cause disunity & discordance

2.     Assistance & cooperation for establishing integrated Islamic media

3.     Reinforcement & leading the current and active media in Islam world
